2) If the PCs are within the 15' radius around the barbarian when the skill is used, then I would say the allies gain the benefit of the debuff as well, though once they move outside that 15' radius that debuff benefit is lost. Not working outside the 15' radius. I never would have thought of that....

Yes, Alternate Hit Dice (p. 10, Supplement I - Greyhawk). Fighter d8 Magic-User d4 Cleric d6 Thief d4 (This class was introduced in Supplement I). Yep, Thief at d4. That's the hit die assignments I'm seeing in most games (including Basic Fantasy, which is another game worth a second or third look!).
