A third prime is a pretty big advantage. I'm not sure a 10% xp bonus is sufficient (1 extra level every 10 levels) but perhaps your campaigns are very long lived Actually this is not really the way it would work. I like a system similar to that used in the Fantasy Flight 40k RPG's. If you miss your target based on the the penalty applied for shooting into a combat, you strike another combatant. The combatant struck is determined randomly.

I do it the same way that it is in the 40k RPG's. -20% on the to hit die roll (-4), if you miss because of the penalty, that is you fail to hit within 4, then you hit one of the other participants in the fight, determined randomly.

The text isn't wrong even with the -3 interpretation. The difference is simply one of perceived degree. EXCEPT. The text states that the PC starts with a +1 to hit. A -3 to hit isn't even consider "proficient"... But, another PHB clarification for the 6th printing for sure as it could be either way...
