Economic Ratings

I am enjoying the Codex and am looking forward to starting a campaign in Aihrde. In the Almanac, I haven't been able to figure out what an Economic Rating of 3x5 means (for example, New Aenoch).
Any ideas?

If you're wondering about that specific one (why it's not just a single number like the others), I read that as "1-3 and 5" - normally, a number implies all the numbers below it, but in this case, it excepts 4.

Appendix F explains the numbers, but not the 5 instances of double numbers.
Having said that, I hadn't considered your interpretation. I like it. Thanks!
