Personal preference aside, something that can wish at will and be immune to surprise... plus create an unlimited number of illusions... sounds like a potential omnipotent beast, so maybe a fey, like the leprechaun. However, there are too many ways to approach "power" from outright immunity (ghosts, for example, are nigh invulnerable when not on the ethereal) to being capable of virtually everything (such as an ifrit) and more.
I would tend to go with some sort of divine / fiendish power, perhaps a demilich or something akin to it.
If allowed to choose something not quite in C&C, originally slated for 1001 Monsters, I would go with the draegr.

If the Solar were in the M&T I would vote for them as there is no way any creature besides a lesser god could defeat one, as they don't I'll place my bets on a Greater Morgal ( I think that's how its spelt )
