Centuries. Close, but not quit, a full thousand years, iirc.
Since its 20,000 I suggest "Captain Nemo" as his title. Beyond the obvious connection, he is one who sails on his own terms and ignores those he doesn't agree with...confident in his journey and goals.

Answer: 80 odd years or so. Maybe closer to 100 years.

As long as you like. I personally prefer to run the game, when I use this setting, during the final "hours" of the reign. A sort of last hurrah for the forces of evil.
