There is actually a good rule set up for chases in I think the 2nd edition AD&D DM's guide. It used STR checks to run faster and CON checks to see about maintaining that speed. I'll try to find it and post it.

Get your two front tires balanced. 65+ with a slight wobble generally indicates that they are out of balance. Also when on a balancer the tech should be able to tell you if a rim is bent or not, or whether a tire is out of round (doubt it since they are newer) which no amount of balancing will truly...

I like the method koralas wrote down, I also have a propensity to just level monsters (PCs can do it, why not monsters?) to match player's levels a little, so that weaker monsters maintain some relevance at higher levels. My thought is that the number of classes is already fairly broad-spanning. If a player wants to play a particular style not "spanned" by the current list of classes, I allow adjustments instead to what is already available to give them that "feel" they want.

Other than a glut of physics textbooks for class, i'm working on Lone Wolf #17... Got killed and have to start the book over. Been reading the series in order! Been fun and I'll miss them once i'm to twenty. Also finished up the Grey Star series of four books.

I agree on this method. It is actually similar to how 2nd ed AD&D ruled it, though it didn't have a simple 5x, 10x, 15x setup. You could look in that PHB for ideas.

I'd assume only spellcasters would be able to use wands. For spell-level, that would be your choice depending on the scenario at hand.
