I've never heard of that book, but I never run my monsters or NPCs as stupid, unless they are stated that way. Monsters should never be just static flesh bags that the PCs get to go and kill just to get exp, they are part of the real (imaginary) world and should act and react as part of the world. R...

As Dacha said, there is no official gazetteer type book for the area, but you can peace it together out of the modules

900 AD or there about, world as it was but all beliefs and mythology are real, each to their country then over lay kind of a global "middle earth".. then everyone can be what they want.. Me, I HATE non human races only getting 2 primes.
Yes I can see a min maxer playing another race only to get 3 primes and race benefits, but I don't play with min maxers anyway, and there are other ways to balance the races without ham stringing the other races like that.

The C&C history books do a great job of tying in the 'myth' of each timeframe/culture into the game . With that they are not strictly historic, and are not no magic, but they tend to be lower magic than average, or at least put a twist on magic outside the normal default For the old 2e history books...
