The low tech approach is to simply give the dragon whatever spells/magical powers you think it should have. You're in charge, not the text of M&T. It is unnecessary to rely on mechanical systems from AA. Just do what you want directly.

I would not allow a dex bonus to hit and then add a strength bonus to damage. The whole point of using Dex is that the PC is hitting through finesse, not brute strength. How would the PC inflict extra damage when they aren't using their muscle to hit?

I run multiclassing and class-and-a-half BTB. I much prefer C&C’s multiclassing rules to 1E’s.

The Trolls have said to hold off. I believe they are reworking it. They just released a version of the PHB formatted for smart phones that is available for download at drivethrurpg.com. You may want to check that out.

YOUR class abilities and attribute checks add level. You do not add level for things that are outside YOUR class abilities and specific "skills or abilities". In a game like C&C with different XP progressions, I would not use straight milestone leveling. Instead, deviate from standard XP awards. You still give XP, but you don't give as much as the party would earn BTB. This slows down leveling while still preserving class balance.
