It has no 0-level rules, but IIRC the PHB has rules for what you get from class-and-a-half casting classes at level 1 (casting class zero). I believe it's point 7 in the class-and-a-half rules. I've used Dragonlance, Forgotten Realms, and Kingdoms of Kalamar for long term C&C games. I used the 4e setting (Nentir Vale) for a 5e game a ran. I liked that setting. I had a unique feel, while still being fimaliar.

I disagree. A Charisma save is just another form of a Charisma check.
It's up to you really (or your CK) if you want to allow it. I do when I run games and it doesn't break the game.
