Frankly I feel the best solution is to leave the arrows behind all together and stick with the good ole godentag
And if you really need some range just give it a good hurl, no ones going to question you when they have a spiked log of pain flying at them

I would have to say as far as cover goes, I would only allow cover bonuses vs missile attacks. Maybe have him take a penalty on his check, make it more of an extremely ferocious attack that shakes the enemy rather than a barrage of words/yells specifically for intimidating.

Only problems I see, an animal companion for C&C isnt clearly defined, with druids simply receiving "Animal Friendship" as a spell, so possibly converting that from a temporary, situational ally into a more permanent one would solve that. But also, anyone that runs a monk in your games...
