Well, that really depends. Ill say this. The symbol of the cross pre-dates Christianity. Folks like myself are inclined to incorporate the design as one of its older meanings. The 4 elements, for instance. 8-)

If you want to use any of the C&C name's, logo's and the like, yes, your going to need a licence from TLG. The game isn't fully open game content, no. There are parts closed off.

And no, there's no official SRD around.
