I'd say around two or three levels later. It can fly, but it doesn't have too much else over a heavy warhorse. I suppose it depends on how valuable you think the ability to fly is.

EDIT: I didn't realize that a pegasus is also intelligent. Level 10+ it is!

I don't see anything wrong with druids (and clerics) lugging around weapons that hit hard. Their limitations are because of ideology or religion. And anyways, what is steel if the hand that wields it does not have a very good bonus to hit?
