If You Had One Message?

Let's say we have a less than hypothetical situation where you are a low level person working in an alternate reality.
You live on a planet we shall call Rodyuron and you work in an organization that has been trusted to manage for the common good. The ruling class has lost focus on the mission of the common good and chaos is beginning to grow. You are being asked by your boss to write down some talking points that will be addressed in front of an alternate reality high level government body.
Let's also say that this fictitional body of government has traditionally mismanaged things to the point that things must change...or the society will fall. Groups have already risen up devoted to dismantling the old system yet you know this will lead to famine and chaos. You have one chance to save society by getting the ruling class to get back on track.
Project all the issues of our own reality onto this "hypothetical government body"
If there was one point you had an opportunity to deliver to this "alternate reality" what would it be in one to a few sentences?
This is your one chance...this is your last opportunity and you only have time for a few words...
What would you say?

I'd use what Lincoln already said:
"...government of the people, by the people, for the people..."
(I think that encapsulates what you're aiming for)

Sorry but some rhetoric has been used to the point that it has lost it's meaning.
Not looking for slogans so much as true talking points.
Lets set the stage a little more for this fictitious alternate reality world.
You are a member of an iorganization that not only has been given the mission of serving the common good but also have been tasked with "reinventing" the governing body for the common good.
It has already been identified that the "traditional" ways of governing has led to empty coffers...angry mobs...and detached uncaring bureacrats...
It is your job to try and get the right message to these detached councel of beareaucrats so that they can have the opportunity to be proactive in offering society a solution before society overthrows the council.
This "council" actually thinks that your own organization should instead of initiating a reinvention, should step back in line more attuned to the "traditional" council that has gotten us to this precarous stage teetering on the verge of anarchy.
You honestly feel your group is an example (no matter how small) of a way of operating that can save the dwindling coffers AND serve the common good in a much more efficient manner. If your group gets "absorbed' by the traditional council all would have been for naught.
The leader of your organization has one chance to go and speak before the council in order to defend this "new way of governing" and convince the old council that this new way is actually the process the old council should adopt as a model for their own operating.
It is clear that the old ways of the council is NOT working and NOT sustainable yet the traditional council seems threatened by this new group and wants it to just be absorbed into existing bureacratic system.
What specific talking points would you have said to this detached council of "leaders"?
Remember...the coffers are empty...the angry populace in the streets...and the tradition is to just keep operating as they always have been.
You as common citizen has this one chance to get a specific talking point to the detached leaders in hopes of saving this fictitious fantasy society.
You do not want this one statement misinterpreted or dismissed as rhetoric.
This is you moment...what do you say?

I say... "Finally."
But, really, it does not matter what one says. The words will be misinterpreted, misquoted, and misused. Someone will find rhetoric in them. Intended or not. So, rather than saying anything... and even that will be "wrong" to someone, for something.

We have your children! We have your wives and Daughters. We have your sons. We have frozen all your accounts and even now our people are with the growing mobs screaming for your blood. Those men that guard your very backs are in our pay and your armies are marching under our orders.
The only choice left to you is how to serve your people as a example. A example of how devoted men of the people can do what is right even at a cost to themselves or as a example of how the people will not be ruled by corrupt men.

Good question, especially as I and currently neck deep in studying US and world history ...
First I agree with Serl, anything that is said will be twisted. However, the character/organization you describe can't just sit back and do nothing (which again as Serl points out will be spun by someone).
Gameogre also has a point, to force the change, things may get ugly ... Is the council "you" are part of ready for that, is it prepared to get ready for that, or is it all talk and philosophy with no teeth? All of those stances will govern what talking points you can use.
Now for my "talking points"
To the people, remind them who they are and of the great foundation to the government they are. That the government serves them for them and if the government ceases to serve them then the people have the right and duty to correct the government. - Throw in quotes from the worlds version of Cicero and Locke, and various founding fathers.
To the government, Show them they have failed, and how they have left the foundation of the government, and that if they do not correct themselves the people will force the correction, or in a worse case, all will collapse and chaos will reign. Again quotes from the worlds founding leaders
