Considering these are probably the most sought after collector item, having a pretty high sale value, you won't find them "inexpensive" from anyone who knows anything about them. Also, there are no legal pdfs of them, as far as I know, so that avenue is only open if you want to pursue it, which, if you do... don't say it here.

Why are those ones so rare and expensive

For a few reasons that I can think of:

1) Written by Frank Mentzer;

2) limited print run - usually only available to RPGA members or

people running events at Conventions;

3) People with deep pockets (you guys know who you are! )

Generally, they are not easy to find and have high value to gaming collectors. Just some of the reasons I can think of at the moment.

You probably can't find R1-R4 cheaply, and if you can find R5-R10 at all, consider yourself blessed by the gods.
You might consider inquiring at the Acaeum Forums (www.acaeum.com), but don't expect a bargain.

I believe you can get the Polyhedron versions of R5/R6 in issues #20 & #28, though.

All I knew about Mentzer up until now was that he wrote the BECMI D&D box sets. Who knew he also did some of the most collectable adventure modules.
By the way, aside from their collectability, are those modules good? Like, how good? Comparative to Isle of Dread or Castle Amber?

Naw, maybe you're thinking of Tom Moldvay?

Frank is running a bakery up in Wisconsin and comes to the LGGCs. Great guy and very friendly. He's posted here occasionally, but more so in his Q&A thread over at DF.

His second bakery has got him very busy and away from the boards more so these days, but he's around.

Aw, crap! I always get Mentzer and Moldvay confused. It's the seven letters plus 'm's. (that and they both prominently worked on BECMI D&D).

The 'R' and 'RPGA' modules command high prices amongst collectors because there are very few copies in existence. Given their method of sale (through the RPGA) relatively few copies were purchased. Upon TSR's bankruptcy WOTC pulped most of the remaining copies as part of their warehouse consolidation.

While hardly the rarest TSR items (see the orange covered B3 and ST1 modules for example) these modules will not sell cheaply at all. I've paid in the neighborhood of $120-140 per module for the copies I own, and they tend to sell for far more these days.

What? Who told you that? He's babbling like a brook over at Dragonsfoot. He even posts here sometimes. Although, at the moment, he's up to his leavenings in rising bakery products for the holidays. Dude runs a bakery ya know.
