I am just starting to look over the Eberron setting and their is a lot of it I like. Especially War-Forged, shifter, and the Artificer. In looking at these, the Artificer would have to be powered down a little. I think I would keep all stat bonuses the same. Along that vein, of you wanted to use Straight D&D stat bonuses to races, I would suggest the following progression:
0-2 -3
3-5 -2
6-8 -1
9-11 +0
12-14 +1
15-17 +2
18-20 +3
21-23 +4
etc....
