Instead of photoshop, you can use GIMP. which is an open source program with most of the same functions. I found an interesting website 'Worldbuilding Resources' who had downloadable hex map gimp brushes. With those you can use the brush tool and click on your palette and get hexes with terrain already on them. Look is similar to hexmapper, but since it is in gimp, you can then use the gimp tools to make it look much better. find at: http://inkwellideas.com/?page_id=9

Ya, GIMP's not a bad program. It pretty much has all the same functions as Photoshop.
