Must be in the expanded material; I am not seeing it in the core book, and my Google search revealed only a passing discussion of him being in need of development...

Yes it is in the Yggsburg book, I haven't even read much of the two expansions I own yet. Maybe it is a little too trivial... .
His lands are to the east offmap. Only mentioned briefly in an envirions of Yggsburgh adventure hook, and only stats given are for his men.

I didn't fish up another talking fish, but i found a carp which most likely talks. In Garham Tyrone "Carp" Carpenter .
