A Song of Ice And Fire RP - Houses & Lands

Finally getting a chance to read the Green Ronin "Song of Ice & Fire" game and I have to say, the chapter on building the noble house and it's lands is very nice. There's a very clean and logical flow as you develop the basic characteristics of the house and demesne, from determining the age of the house up through the significant personae. There's a nice balance between detail and abstraction, particularly in the economics - things have a cost, but it's in points of wealth, influence, population or the like. No "counting coppers".
While the rules as written are specific to the Westeros setting, these could be easily modified for any medieval-style setting.

That sounds pretty cool... could it be useful in worldbuilding in other milieux (oh EGG, where have you and your vocabulary gone ) or is it very rules-driven, like the realm stuff in Birthright?
