Racial "Hide"/"Move Silently"

Although i know how i would rule this for my own games, i was wondering about the official intent with this:
Elves, Halfings and the like get the racial opportunity to roll for Hide or Move Silently outdoors, unrelated to their chosen class.
But, do they get their level as bonus to the roll when they are not Rogues/Assassins (or Rangers) ?
If so, Halfing Fighters would be just awesome at ambushes (Which is fine by me, actually) !
