Mace Heavy, Mace Large

Should one or both of these only be used two handed?

Why does mace heavy cost less, weigh more but do less damage as a bludgeon than mace large?

Large mace is two handed, so is getting a better damage range. Heavy mace is one handed but has a heavier head.
