They did not have them then, either. The DM was supposed to a rating, either using the monster's abilities or, as suggested in those rules, by rolling for it -- 3d6. It is a somewhat neat system, and one that gently bridges the "old" with the d20 concept of a "number for everything." Myself, I go with declarative actions before initiative is rolled as you might choose to do something that means you don't need initiative such as 'I will attack that orc if it moves close enough' when, obviously, if the orc does not... you do nothing, and certainly not until he's had his movement.
