So, is this a ranged touch attack, or a ranged attack, or is the hit automatic?

I think it's a ranged touch attack.

Far be it from me to contradict the esteemed Mr. Go0gleplex
, but I think it's just a regular ranged attack. Most spells and items will list a ranged touch attack, if it is to be one. And cross-referencing the SRD (one of the major sources of C&C) shows the ring's power as a regular ranged attack. I would play it thus but, of course, it's always CK's fiat and an individual CK could rule it a ranged touch and be perfectly fine I believe.

Seriously though, the only reason I see it as a ranged touch is that it projects force that doesn't need to penetrate armor to pummel the crap out of its target, much like a spectre or lich only needs to touch to inflict cold and level damage. As LD said, the CK can play it how they feel most comfortable with no harm no foul.

And, dude, I agree 100%. It makes me wonder though why WotC didn't rule it thus, being the progenitors of the ranged touch attack and all. I double checked the 3.5 DMG to see if it was originally a ranged touch attack (and maybe the SRD changed it) and it was a regular ranged attack there, too. I don't know, it's weird why it seems to be an exception.
