The 4ed has this to say for the BtH for characters with a supporting class:

BtH The character uses the best to hit bonus, and best weapon proficiency list.

I assume then if someone is 4th level and has a supporting class of Fighter then they compare the BtH of a second level fighter to the BtH of their principle class correct?

Yes, you use the better of the two BtHs for you classes.

You assume correctly. In your example, a 4th level Rogue / 2nd level Fighter would have a +2 BtH. The rogue, at 4th level, is still +1, so the 2nd level fighter BtH is superior and, therefore, the one used.

Thanks. This came up durring play and I had a player insisting they should just inherent the best BtH table wholesale and apply the level of their principle class level to it. I see my instinct was deffinetly correct.

Sounds like the player either didn't read the rule or completely misinterpreted it. Either way, glad we could help.
