Unmodified?

I apologize if this has been asked and answered ad nauseum, but I had a quick, QUICK question about spell resistance, and a forum search mainly turned up some sort of 7 page argument about a white dragon. I have no intention of opening THAT can of worms again
holy cow! My question is a bit simpler in nature, although two-fold:
A) From what I'm reading in the PHB, the roll to overcome spell resistance seems to be an unmodified d20 roll... is this correct? If it is eventually described as being a modified roll somewhere in the rules, I seem to be overlooking it.
B) Does anyone here house rule SR to make it modified by either caster level or attribute modifier (according to the caster class' prime attribute), or would this just be a bad idea for some reason that I'm not taking into account?
