What is the best way to go about proposing an idea?

I'm interested in pitching a couple of adventure module ideas to the Trolls, but I'm not sure how to go about it. I've tried email but the boys are awfully busy and understandably have a hard time answering all of them. There are also no guidelines on this website for submissions. If you have gone through this process, what suggestions do you have?

EDIT: can a third party publish supplements for C&C rules?

Try emailing Tim. He might be able to help you and he is quite a bit better about getting back to people than Steve. ;) His board name is timburns.

While the Trolls would be final arbiters, naturally, there have been third party C&C products. For example, Goodman Games put out a number of Castles & Crusades specific adventures (as well as the awesome Dungeon Alphabet).
