Is there something in the PHB concerning character size (effects on AC or weapon use)?

It makes a difference for initiative (ie the halfling attacking a giant example in the CK section of the PHB pg. 115). As far as AC, dwarves get a +4 vs. giants and ogres.

I've added size effects in my house rules but I think Gribble pretty much covered what is to be found in the PHB.
