About scabbards and quivers

As the note 2 under the equipment table says, "... Large belt pouches equal one scabbard, one quiver..."
Scabbards are not included in the equipment section anyway, then we must suppose they are considered included in the weapon costs? Maces and Axes can be hooked to a belt?
The note seems to make the assumption that quivers have to be attached to belts, are there different quivers or values if my characters want to wear a quiver on the back?

Yes, it costs 10x the EV of a belt quiver.
They are containers.

And about the scabbards? Are they included in the weapon price?

No idea. Ask your GM

I believe so. Even if they're not "officially" a standard, basic one could be. If you want something fancier, however, then that might mean a special trip somewhere such things could be procured.

"A human-sized character cannot place more than two large pouches and one small pouch on a belt. Large belt pouches equal one scabbard, one quiver, two small pouches, or one spell component pouch in size."

Per Omote, its not about comparing all in great detail, its giving a rough idea what all fits on a belt, you could hook up a harness, all sorts of stuff.. like in encumbrance.. you got to picture it and see if it makes sense.
