I think Primes are important enough, without piling on. I think it would be enough to designate a Prime stat for each skill. Your available skill list would be class-based, but the CB is determined by the Prime.

Not sure if I follow. My plan was to go with the 3.5 SRD skill list which has what would be C&C prime stats listed.

Hm? I understood you to mean that (for free) you would give all D&D 3.x skills, which are based on particular stat, to a character with a Prime in that stat, and allow them to add their level to it? So that all Dex-Prime characters (regardless of class) would have full-level bonus to Move Silently, Tumble, Sleight of Hand, etc.
Did you mean something else?

Ohhh, I see where our disconnect is now.
I'm proposing that characters could buy skills that are not based on their prime stat. So, they would get the die roll + skill rank(s) in an attempt to hit that magic number of 18. It's for doing things that tend to fall outside of their class.
