I don't have the book, but I looked at the preview. The content looks to be based on Advantages from the CKG. Granted, I only have 6 pages to reference, but seems to me to be a reprint of the BoF.

Also, you are certainly right about everything you just said, however it doesn't stay that way for long. The section you are referring to obviously is a copy/paste job from BoF (it even refers to itself as The Book of Familiars within that section) but everything after is from 5th Edition DnD. It refers to many DnD abilities that aren't within the C&C system and also 5e DnD versions of abilities that are shared (like sneak attack being +1d6 to damage). The biggest issue is that nothing in the book is even remotely balanced for C&C, with game-breaking possibilities like AC values in the 40-50 range.
Using it in C&C would require the CK to basically rewrite the entire book.
It seems to me hat the most probable reason for the book's weirdness is it is supposed to be a DnD port of the BoF, but copy/paste errors resulted in a lot of the C&C references being retained. Of course that doesn't explain the C&C cover or trade dress though...
EDIT: Nvm, I just bought the Book of Familiars and it is identical to Mystical Creatures. Must be just more of Troll Lords being Troll Lords. I still have no idea how it ever became so DnD-ified though.
