I was reading the PHB2 last night again and foung a question. The quivering palm attack states that the target must be able to be hit by normal weapons. However the monks lai ability allows them to strike as they are a magical weapon. the palm attact is gained at level 12 and the kai ability is what +4. so why couldnt a monk do this to a target with immunity. I can see a 12 level monk doing a quivering palm attack on say a werewolf.
I know cnc is rules lite and do whatever i think is right but I wanted some opinions.

Its assumed that those with some sort of magical damage reduction ability (lycanthropes don't possess this, by the way) have some sort of anatomical/supernatural ability that prevents the quivering palm, which is a combination of body control and forced biofeedback. This means, for example, a monk cannot quivering palm a golem or wraith, both of which lack a physiology in the first place.
Other creatures with a "damage reduction" could be affected by CK decision, but in general, only those which are "natural" can be so affected, hence the "only those hittable by normal weapons."
The ki strike simply lets a monk beat down those he'd otherwise be useless against, or, make him rely on the scant few weapons they can use, which is counterproductive to the archetype.
