Raising the current sleep spell to about 6th level and adding the "curse" part.

Such things usually work on a single target, as well, who must do something, sometimes through eating something, or touching something, or just looking at a particular thing... though range is usually not a factor. There is never a save, but it often doesn't work on beings of great power, instead focusing on NPCs like princesses. So, how close to what stories?
Digging through the old 1st edition AD&D Player's Handbook, and reading the description for Permanency, it has a list of allowable spells that can be made permanent, but doesn't specifically dis-allow Sleep.
So, I am thinking it would be a researched variation of Permanency, maybe making it a 9th level spell instead of an 8th level spell, that would specifically work with Sleep. If you then combine it with a Geas spell, that would dis-spell the spell upon completion of the Geas, then you'd have a permanent sleep condition that was broken on completion of a certain condition.
Just my thoughts. I hope I'm not the only one who uses the old 1st edition or 2nd edition AD&D material...

If you were using 2nd edition stuff, there is a spell, Endless Slumber, that does exactly what you're asking. Its 8th level, and even works on creatures that do not require sleep, or are immune to other magical effects of a similar nature. It can be found in the second volume of Wizard's Spell Compendium.
