Dwarves, Halflings, & Gnomes - a size question

Do small races have any weapon restrictions or get bonuses to their AC when fighting larger opponents? I swear I must've seen this rule somewhere before in my PHB or M&T, but I sure can't find it now. Is it possible it might just be muddled in my brain with a million other old D&D rules?
Anyone?

OK, I knew something was up when I couldn't find them in the three passes I've made through the PHB today. I'm glad you were able to stop my head from throbbing so promptly! Ahh, sweet relief.

I beleive in combat that the Larger oppoent gets to "swing first" regardless of initiative.

That is probably only in reference to weapon size. Pole arms go first as you move in, irregardless of initiative, that type of thing. If there actually is something about large getting to swing first I have missed it up to now.

Hmm, I don't see that. Larger creatures are going to be slower, lumbering and less accurate, I would think.

I just make common sense judgements. Can a dwarf use a two-handed axe, certainly. Can a halfling, probably not. Thats what I love about C&C, its in the hands of the CK, not the rule books.

Same here, a little common sense can replace pages and pages of rules.

But they would have a reach advantage, IMC I would apply this only on the first round of combat, after that highest initiative swings first.

On page 115 of PHB2 it mentions that whoever has the beigger rach gets to swing first. Where is reach determined in C&C? Is it in the M&T or in the PHB? I don't have the material in front of me to look that up.
I was always going by the suumption that if an opponent was larger then you, the opponent could swing as you come in. This has worked in my games thus far, but an offical rule would be better.
