Regarding any gamemaster, they need to know the rules of the system they are using backwards and forwards. They can only do this by doing a detailed reading of the PHB and M&T. In reading the PHB, much about how the game system works will be learned, especially the section on page 109. If the SIEGE engine is Castles & Crusades' heart, then that section on page 109 is its soul, for it is through that section on that page that you discover that there won't be a rule for everything and that you can make things up as needed to keep the game moving.
In fact, that section is so important it should occur much much earlier in the PHB. It should be the first thing a person reads right after the introduction.
