Solar Vipers generally dwell in dark areas such as caves and dungeons. Instead of being able to see in low light, they simply provide their own light by constantly glowing as brightly as a torch.
Solar Flare: Once per day, a solar viper may expend a tremendous amount of its stored energy in order to create a blinding flash of light. All creatures facing the viper by at least a ninety-degree angle must make a dexterity saving throw or be blinded for 1d4 rounds. Furthermore, all creatures and objects that the solar radiation had flashed on will continue to glow and be warm to the touch for 1d4 hours, suffering one point of damage per hour for the duration. The blinding light has a range of 100 ft. and the fast-decay radiation has a range of 30 ft.

After using a solar flare, the viper loses a great amount of energy and must feed on a small creature within a few days, or else it collapses and dies.
Solar Venom: On a successful bite attack, the solar viper also injects its special venom. The victim must make a constitution saving throw or suffer from the solar venom. The venom causes the victim's blood to shine brightly enough to be seen clearly in low-light conditions and causes a point of damage per hour for 1d4 days.

The creature is weird for sure, but what is the "silly joke" with it?

Perhaps the Elves of the smiling face clan have learned to tame Solar Vipers so they can wear them during the Elves' all-night parties (which feature dancing to drum-heavy music after the participants ingest special potions of euphoria..)

What's cool is that even if they're intended as a joke, these creatures are similar to an actual medieval bestiary monster (the scitalis) that I was planning on posting!

One day, on some chat room, a guy just randomly says "Two solar vipers approach!" Then he rolled a save vs. breath. Now it's like one of our in-jokes and what not.

Kind of a neat monster, but you need to specify the range of the solar flare.
