Another suggestion:

Provide a brainstorm forum and an anvil forum

Create threads to brainstorm in where they try to come up with reasonable or outlandish solutions to gaming formats or material. Say there is one group working on exotic arms and another working on survival techniques in the wild. Now, each of these groups might come up with bizarre ideas and proposals.
Then take the kernels of those ideas, the ones with merit and that might be usable and put them in a thread in an anvil forum and we could pound them out into some a final form. The Trolls could then utilize the results.
