Under staves In M&T it says "These spells may be invoked by its wielder as if cast by a 6th level caster so as long as charges remain within the item." Is this true even if the spell couldn't be cast by a 6th level caster, such as dismissal from the staff of abjuration?
Also, what is the caster level for spells from wands?

I always go with the caster level is the minimum needed to create the effect, or to make the magic item, whichever is higher. So, for a wand of fireballs, the minimum needed to create the effect is 5 as the spell is only 3rd level; however, creating a wand requires the caster to be 11th or whatever, so I go with that.
The rule for cast at 6th level is correct. The save, if allowed, is resolved as though against a difficulty of 6, so you may not even need to roll if the opponent is outclassing you. If there is an effect based on level, such as damage, it does damage based on the level. If there is an effect based on level difference, then downgrade and then compare.
I would probably go with 6th for wands, as well, just because its easier.
