Half Elf enhanced senses - Sight

So, all the PHB says is that Elf lineage Half Elves can "see better than humans in just about every circumstance, including torchlight."

So uh... what does that actually mean mechanically? +50% sight distance in torchlight? double distance in torchlight?

I have a very grumpy half elf player who is upset that he cant sneak around in the dark and backstab things. I told him to play aa race with darkvision, but the Half Elf entry seems to indicate some sort of actual functional enhanced vision.

Better vision but not actually that of seeing in the dark. Its sort of like having 60/20 vision. You see better (more finer details) but that doesn't help you when the lights go out.
