Bard's Gate: http://www.rpgnow.com/product_info.php? ... =3835&it=1

Freeport: http://www.rpgnow.com/product_info.php? ... ers_id=536

For Freeport there is also an available C&C Companion that has C&C specific stats for people in the city among other crunch.

You said "completely fleshed out", and I think this isn't, but it's gotten good press as of late:

http://www.rpgnow.com/product_info.php? ... s_id=91110

It details some of a specific city, Vornheim, but as I understand it, it offers kind of a toolkit approach to fleshing your city out on the fly. Now that it's discounted I'll probably find out tonight if that is true.

There are two villages, Moganville and Rashtan, over at Dragonsfoot in their download area. There is also an adventure called "The Village with No Name" which has a really small village in it.
