I just watched the first episode of BBC America's series _Copper_; a police show set in 1860s New York City. It was last night, and and they've done a good job on the feel I must say.
But the best part was in the beginning. A group of men are robbing a bank, one of the bank robbers comes out and the plainclothes detective promptly shoots him in the chest.
As the man falls down, the detective says "Police! Put down your arms."

Now, that's Victorian Justice! A period where the idea of "Police Brutality" was if you killed the guy before you got the info from them. Oh, and "Excessive Force?" Only if you were rich enough to afford a lawyer.
