A question about scrolls

My party will be encountering a scroll and probably a spell book with a few spells.
The party is without a magic user.... Just a cleric,thief and fighter....
How should this be played?
Can any of them identify the spells? Can any use them?

Decipher Script (Intelligence):

A rogue may use this ability to decipher arcane script if a successful check is made at a penalty of -10. If successful he can read the spell but not cast the spell. This ability may not be used to decipher divine scrolls.

I'm making a base assumption that it is an arcane scroll you're referring to, since you have a cleric in your party and the scroll could be read.
