It's amazing. I played Delta Green back in the 4th/5th ed. CoC days.

Rumor is they'll be making an updated DG for CoC 7th Ed.

Now the new Bundle for Mutants and Masterminds 3E was of interest to me.
Since its 20,000 I suggest "Captain Nemo" as his title. Beyond the obvious connection, he is one who sails on his own terms and ignores those he doesn't agree with...confident in his journey and goals.
