The exterior rear cover of the adventure states that it is designed for characters of 3rd to 5th level, while page 2 of the adventure states that it is designed for characters of 2nd - 3rd level.
Anyone know which is correct?

The Umbrage Saga version says 3-5 characters of 2nd-3rd level. That is probably correct. There are some 5hd creatures and sometimes up to a dozen low level creatures in an encounter, but if you have a well-balanced and cautious party of 4 or 5 players it shouldn't be too hard. The party might need to be a little more careful if you only have 3 2nd level characters. Parties of 4th or 5th level would probably find it too easy.
Of course, estimating recommended levels is an art, not a science, even for the module designer. Your homework for a module is to go through the encounters and estimate what your party can handle, and make adjustments as you go.
