I may be totally misremembering, but didn't somebody on these forums break down the runes by level? Any help is appreciated.

They do not break down by level. They increase in power as the rune mark increases in level. If there is a level list, I would like to see it too.
A rune mark gets the entire book of initiate runes. He has them all. He has to master each one before he can use it. He gains a new one that he can master every level plus his charisma modifier. But he can master any ru[n]e on the list at any level.

It could be done, but the flexibility of some might make it a little wonky when you have "rune blah - level 1 - 4." Some of them are obviously powerful and would be something like "level 6+ equivalent." But, the way they are obtained theoretically allows any caster of any level to get any of them (almost) which would mean one might need to go more along a Palladium path and extend the spell levels outward to 15...or so.
