Dispel Magic for clerics

How exactly is Dispell Magic supposed to work for clerics. The spell says it's an INT check. But that almost makes it useless for clerics to cast. Also, does the character add in their character level? Any help would be appriciated. Thanks

For clerics, it should be Wisdom. Level is always added, on both sides.
