Why was the ability score modifier progression selected in C&C rather than the "standard" D20 progression of +2 for every even number score?
It appears that the C&C progression reverts to +1 for every 2 points of ability score past 18s, per Monsters & Treasure.
Was this an attempt to rein in PC power by limiting combat effective modifiers to +3 max (+2 for most characters), as compared to 3.X which can have STR (TO HIT)/DEX (AC)/CON (HP) modifiers up to +4?
Are there any playtest results from game design/construction that shed light on implications of using the 3.X modifiers?

The bonus/penalty scheme for attributes was chosen to reduce the chance of power creep in PCs, but also to help ensure compatibility with certain classic fantasy RPGs.
We went to playtest with the modifiers as they are now. However, the difference could be calculated mathematically. On the old Troll boards, there were threads where mathematical analysis was done. This was one of the topics. The difference isn't *huge*, but it's there.
