A mid-level thief can attempt a "stealth" roll, which includes both hiding and moving silently, at a -5 penalty.
If the thief has a bonus to one or the other of the rolls, how does it work?
Say our thief has a racial bonus of +2 to move silently but no bonus to hide. Does he add the whole bonus (+2), half of the bonus (+1), or none of the bonus (+0) to the combined roll?
What if the thief has a cloak of hiding that grants a +5 magical bonus? Again, would he add the whole bonus to the entire roll, half of the bonus, or none of it?
What if the character has a hide and MS bonus? Perhaps they get a racial +2 for move silently and a magical +5 to hiding? Would the bonuses stack? Would you average them together?

Each bonus applies to each check, as relevant, as both are required - this is not a single roll:
Therefore, your bonuses to hiding do not help your moving silently, and vice versa.
The use of this is simple: it allows you to move and hide. Normally, the rogue cannot do both.
