Just what was a Sanjak?

I was rereading my Airdhe Folio when I kept noticing the term. Any clue on what the Sanjak's were and how they fit into the empire?

The Sanjak's were the Emperor's (Unklar) Generals. They were mostly Orcs and Humans and they almost always commanded one Legion, if not multiple Legions. During the War several bolted or after Unklar fell they marshaled their Legions to carve out Kingdoms of their own. The most successful was the Sanjak Albrecht who later joined the Council and used his horse legions to fight Unklar's folk. He founded the Kingdom of Augsberg where his great grand son rule today. The Sanjak Pius was the most ruthless to rebel as he went to war with the Sanjak in control of Kayomar. He failed in much, but did carve a Kingdom out of his districts.
