I don't know if it counts as "major" but Spirit of the Century from Evil Hat Productions has an SRD which is available from www.faterpg.com.
But you are mostly correct, most RPGs don't have such an animal.
C&C stipulates what is Open Content and what is not. It has not been compiled into a SRD of its own, and its unlikely it will, as the SIEGE Engine, which is the core component of the game, is not Open. So, technically, look at the d20 SRD, and that'll give you a good start - there are only a very few things C&C has that are not in there, and almost all of it is in M&T.
Rune Quest also has an SRD, but it is fairly brief.
