Related to the scroll question

At what level can a Magic User scribe scrolls? Brew potions? 1st edition had some data on this, but C&C is (purposely?) vague on the subject.

Could a first or second level spellcaster attempt these activities?

Page 87 Monsters and Treasure. "At 7th level, the cleric, druid, wizard and illusionist gain the ability to inscribe magical scrolls."

Yep, 7th level, though you are still limited in being able to scribe scrolls of those spells which you can cast. That means, for arcane casters, the spell must be in their spellbook, and for divine casters, it must be of a level castable.
