At what level can a Magic User scribe scrolls? Brew potions? 1st edition had some data on this, but C&C is (purposely?) vague on the subject.
Could a first or second level spellcaster attempt these activities?

Page 87 Monsters and Treasure. "At 7th level, the cleric, druid, wizard and illusionist gain the ability to inscribe magical scrolls."
