Do dwarves get the +1 to hit racial enmity bonus when fighting hobgoblins?

I would allow it. Goblins, orcs, half-orcs, hobgoblins... but not gnolls, bugbears, etc. Essentially, what would be considered "goblinoid" or "orcoid."
